Is anyone having issues with their state withholding tables?

Ex: Arizona has for "All Statuses":
Wages over $0
Not to exceeed $0
=Base Tax $0
+Percent 0%
of Wages over $0

Result is no withholdings on a $13,000 monthly paycheck? I don't think so!!

I believe the rate is enterd under the empolyee card, payroll details, Taxes then select state at the top right and enter the percentage in the allowances field
