My client is running Premier 7 and is having a problem that when his customers place orders he inputs an order but the inventory items aren't reducing the stock on hand amount - hence he doesn't have a clear idea of how many of each inventory item he can sell.

The second problem is - the same client is winding up the business in it's current form due to partnership issues but will continue trading under another name - is there an easy was to transfer inventory items from one company file to another?

An order does not create a transaction, therefore will not decrease the inventory until that order is changed to an invoice.

The easiest way to get the inventoried items list into another company file is to use the import/export feature. Once the details of the items are imported, then it is suggested that they perform a 'count' of the inventory to establish the on-hand quantities and values.
